Distribution of Materials for Outside Groups (505 & 904)

The school district recognizes that students and employees have the right to express themselves on school property. This protection includes distributing nonschool-sponsored material, subject to school district regulations and procedures, at a reasonable time and place and in a reasonable manner. Any student or employee wishing to distribute (as defined in policy 505) non-school sponsored material must first submit for approval a copy of the material to the building principal who will review the request and render a decision. For nonschool persons and organizations, the school district provides for distribution of materials appropriate to the school setting by nonstaff and nonstudents on school district property in a reasonable time, place, and manner which does not disrupt the educational program nor interfere with the educational objectives of the school district (as defined in policy 904) . Permission for nonschool persons to distribute materials on school district property is a privilege and not a right.
